  17. <p>     After a year of debate, Maryland Governor William D.
  18. Schaefer signed a bill last week that would protect a woman's
  19. right to have an abortion should the Supreme Court ever reverse
  20. its 1973 decision guaranteeing that right nationwide. The law
  21. allows abortion without restrictions up to the time a fetus is
  22. able to survive outside the womb; after that, an abortion can
  23. be performed only to protect a woman's health or when a fetus
  24. is deformed. While pro-choice advocates acclaimed the new law,
  25. antiabortion groups attacked it. "It will become the most
  26. liberal, the most extreme abortion law in the entire 50 states,"
  27. said delegate Timothy Maloney.
  28. </p>
  29. <p>     In another move hailed as a gain for women's rights,
  30. Schaefer last week commuted the sentences of eight women
  31. convicted of killing or assaulting men who had battered them.
  32. In December, Ohio's outgoing Governor Richard F. Celeste
  33. granted clemency to 26 such women. Feminist groups are urging
  34. other Governors to take similar action.
